Terms of Reference
PURPOSE CS1 To foster collaborative partnerships with statutory and voluntary agencies delivering services to our community with the overall aim of improving the wellbeing of our population.
COREFUNCTIONS CS2 To support the identification of local priorities and to challenge, develop and facilitate the delivery of inclusive and high quality provision through the production of a service plan and effective performance management.
CS3 To promote the importance of Adult Safeguarding across our community.
CS4 To exercise the powers and duties of the Council in respect of Adult Social Care assessment and provision of support to vulnerable individuals including the Care Act, Mental Capacity Act, Health and Social Care Act and Deprivation of Liberty Safeguards.
CS5 To exercise the powers and duties of the Council in respect of social housing provision and statutory homelessness responsibilities.
CS6 To exercise the powers and duties of the Council in relation to the Learning and Skills Acts.
CS7 To exercise the powers and duties of the Council as a Library Authority.
CS8 To be responsible for the delivery of Community Sport Development and Healthy Living initiatives.
CS9 To engage with and listen to our community when making decisions that may impact upon their health and wellbeing.
CS10 The committee shall work with the Health and Wellbeing Board and challenge or support their decision-making in relation to adults.
CS11 Partners will align, and where appropriate, pool budgets to enable joint commissioning of services.
CS12 Responsibility for the management of its budgets and for approving virements between headings within those budgets provided that the committee’s net expenditure is not exceeded.
CS13 To set the committee’s fees and charges including Adult Social Care, sports and leisure, library charges and other fees related to learning and rents for social housing. MEMBERSHIP CS14 Appointments to the Community Services Committee shall be decided at each Annual Council. The Chairman and Vice-Chair will be elected annually at the first meeting of the committee following Annual Council. VOTING RIGHTS CS15 Local Authority Members can vote on any issue providing they do not have a disclosable pecuniary interest in a matter. CS16 Non-Local Authority Members appointed to the committee can vote on any matter except for decisions pertaining to budget decisions of the Council of the Isles of Scilly.
