Membership

All elected members sitting as an informal body.

 

Purpose

To provide recommendations to Full Council with a view to ensuring that:

All members are fully enfranchised, as far as is practicable. Decision making is efficient, effective and accountable. The views and experiences of the community are incorporated into policy development, decision-making and scrutiny.

 

Core Functions

Revised below to provide clarity:

1.            To have initial overview of the governance arrangements, policies and working practices of the Authority and recommend appropriately. There are no delegated powers.

2.            To review how the Council’s Standing Orders can be changed to improve public engagement.

4.            To review the processes of the Council with regard to legislation and guidance, for example in relation to the Localism Act 2011.

5.            The membership shall appoint a Chairman at each meeting of the Panel or for the duration of one Council year, to be elected at the first meeting of the Panel following appointments at Annual Council.

6.            The Panel will have the flexibility to invite non-elected members that may provide additional experience and expertise.

5.            The Panel will aim to reach agreement by consensus.
