Isles of Scilly Futures Board Terms of Reference
1. PURPOSE The Board is designed to facilitate a regular meeting between the key organisations affecting the islands to network and share updates, informally. Through this, it is envisaged that collaborative problem-solving will emerge and that key issues, concerns, and solutions can be raised with government and other regulatory bodies to improve the outcomes for both islanders and visitors. 2. FUNCTIONS
a) To more regularly bring together the custodians of infrastructure, resources, services and environment for the islands.
b) To provide a platform for issuing updates on matters affecting the islands, their people and the industries and services on which they rely.
c) To identify opportunities where partner agencies can speak to government or otherwise consult with a single voice.
d) To develop shared solutions in response to challenges and opportunities, and link initiatives across the region or nationally.
e) The Island Futures Board will undertake the role of funding panel for
applications to the Community Levelling Up Program. 3. MEMBERSHIP
a) Must be represented by those with sufficient understanding to provide meaningful updates at the forum, determined by each partner agency. (‘Nominated Deputy’ can attend in their absence)

4. GOVERNANCE
a) The administrative duties for the board will be held by the Council of the Isles of Scilly.
b) The Council of the Isles of Scilly may choose to cease the board at any time following approval from Council to do so.
c) The Forum will meet ‘at least’ twice a year.
d) Meetings will not be open to the public, nor held under Local Government Act 1972 law, and meeting notes will not be made public.
e) All actions agreed by the Forum will be by consensus. It does not make decisions that bind the Council of the Isles of Scilly, or any partner agency.
f) The Chairman of the Island Futures Board shall be the Chairman of the Council of the Isles of Scilly, who with the Chief Executive shall set the agenda, date and venue for meetings of the Forum.
g) The Vice-Chairman will be the Vice-Chairman of the Council of the Isles of Scilly, and the Vice-Chairman will perform the duties of the Chairman in the absence of the Chairman.
h) There is no quorum, though the Chairman may suggest deferral if a subject arises and there is a lack of proper authority around the table to speak to an item.
i) Organisation representatives are responsible for feeding back the actions agreed by the Forum to their respective organisations.
j) These Terms of Reference, including membership, can be reviewed at any time and revisions made by full agreement of all members.
