Council of the Isles of Scilly COVID-19 Local Engagement Board (IOS_LOEB): Terms of Reference   1. CONTEXT Government has mandated the establishment of Local Outbreak Engagement Boards as part of the UK’s recovery programme for the COVID-19 pandemic allowing flexibility for implementation.   2. PURPOSE The primary function of the board is

-          Political oversight of the local delivery of outbreak planning, response and Recovery

-          Communicating and engaging with residents and communities and other stakeholders   The engagement and communication focus relates to the Test, Trace, Contain programme outlined in the Cornwall & Isles of Scilly Local Outbreak Plan, in the event that an outbreak is identified, and consideration of the level of alert. Health advice regarding testing and preparedness for an outbreak is expected to come through existing channels.   The principal objective of communications is to deliver accurate, clear and timely information and advice to the public so they feel confident, safe and well informed, as stated in the non-statutory guidance regarding emergency response and recovery.   3. FUNCTIONS The Board is a committee of the Council of the Isles of Scilly established under the Local Government Act 1972. The Board will report to Full Council in the form of updates and recommendations.   4. DECISION MAKING The Board will reach agreement regarding the direction of existing resource to support its stated purpose. If it cannot reach agreement by consensus then a formal vote will be called by the Chairman. Co-opted members to the Board have voting rights except where a decision is made regarding considerations of council budget and resource  direction where this is additional to current provision. This will require a recommendation to Full Council for approval.   5. MEMBERSHIP At the first meeting of the Board a number of non-elected representatives will be coopted to the Board’s membership. These are expected to include at a minimum the Duchy of Cornwall and a business representative. Council of the Isles of Scilly employees, including the Director of Public Health, attend the Board in an advisory capacity only. The Chairman of the Board is the Chairman of Council. FREQUENCY AND QUORUM The Local Engagement Board will meet as and when required and will be scheduled monthly in the first instance, and aligned appropriately with calendar dates for Full Council. The quorum for all meetings is 3. This should include at least one representative from the Council and at least one co-opted member.
