Terms of reference for the Licensing Sub-Committee:
1. Membership of the Licensing Sub-Committee shall be any 3 members drawn from the Licensing Committee.
2. The 3 members who form the Licensing Sub-Committee must have undergone ‘licensing training’ provided by the Council.
3. The appointment of the 3 members to the Licensing SubCommittee will be made by the Senior Officer: Licensing and for administrative reasons a 4th member will also be stood as reserve in the event that one of the 3 appointed members cannot attend a scheduled hearing.
4. The powers of the Licensing Sub-Committee shall be restricted to making decisions on applications made under the Licensing Act 2003 or the Local Government (Miscellaneous Provisions) Act 1982.In respect of proceedings for those matters pertaining to the Licensing Act 2003 these shall be held in accordance with the Licensing Act 2003 (Hearings) Regulations 2005. Where those regulations are silent on a matter the Council’s Standing Orders shall apply. Further reading:
