Lead Member Role Profiles (updated May 2025)  

General Role Profiles for Lead Members

1.       It will be understood that the Lead Member roles are discharged within the framework of the ‘committee system’ form of governance, as defined under the Local Government Act 1972.

2.      Lead Members are not permitted to individually make decisions around the use of Council resources.

3.      In consultation with the Chairman of Council, Lead Members are to be the lead spokespersons for the areas within their portfolios, which also includes dealing with requests from the media.

4.      Lead Members will ensure member colleagues are regularly informed and consulted on key issues known to them that are likely to be of public interest

5.      Lead Members will be consulted on reports to Council relating to their portfolio and advise other Members as appropriate.

6.      Lead Members will be consulted by the relevant Senior Manager or Statutory Officer, on significant spend relating to their areas or any related bids for funding.

7. Where a Lead Member has a conflict of interest or it is otherwise inappropriate for them to deal with an matter that falls within their Lead Member role profile they may agree for another Lead Member to step in and fulfil the role for that matter.

7.       Lead Members will act with due regard to decisions and policies determined by Council and committees.

8.      Lead Members will form professional relationships with the relevant Senior Managers or Statutory Officers relating to their service, and shall not attempt to unduly direct or influence non-senior staff, as referred to in the Protocol for Member/Officer Relations

9.      Lead Members will have regard to the advice of Senior Managers and Statutory Officers in discharging their roles.

10.   Lead Members may nominate one or more members to assist them in one or more aspects of their portfolios, subject to confirmation by Council.

 

 

 

Lead Member role profiles – specific provisions

 

Chairman of Council

1. Overall strategic policy lead for the Council.

2. Lead Member for Fire and Rescue, and the Civil Aviation Authority compliance of St Mary’s Airport.

3. Council communications lead (supporting and giving guidance to the lead members)

4. Represent the Council on major initiatives, especially with Government and other strategic bodies as appropriate.

5. Represent the Council on the Cornwall and Isles of Scilly Leadership Board and other Boards in compliance with appointments to internal and external bodies.

 

 

 

Vice-Chairman of Council

1. To Deputise for the Chairman of Council in respect of all aspects of the role set out above including representation as required on the Cornwall and Isles of Scilly Leadership Board and other Boards in compliance with appointments to internal and external bodies.

 

 

Lead member for Finance, Governance, Risk and Performance and Corporate Services

1. Political leadership of finances and related resources within the Council of the Isles of Scilly, with emphasis on financial management and how the Council manages resources, including human resources, health and safety, and the terms and conditions under which the staff are employed.

 

Lead Member for Economy, Tourism, and Transport

1. Represent the Council on the Cornwall and Isles of Scilly Economic Prosperity Board.

2. Political leadership of all transport related matters such as: local highways, road safety, public transport, airport development and links to the mainland.

3. Political leadership of economic development initiatives and programmes - eg Smart Islands - with a particular focus on Tourism.

 

Lead Member for Environment, Environmental Services and Climate Change

1. Represent the Council on the Cornwall and Isles of Scilly Local Nature Partnership.

2. Political leadership of the local authority’s ambition to net zero carbon emissions by 2030, and response to local environmental matters including partnership working with National Landscapes, Cornwall and Isles of Scilly Local Nature Partnership, and the Isles of Scilly Wildlife Trust.

3. Political leadership of environmental services such as, street cleaning, play areas, waste management, coastal protection, beaches, recreational areas and open spaces, footpaths, war memorials, cemeteries and burials on the Isles of Scilly.

 

Lead Member for Planning and Regulatory Services

1. Political leadership of planning and development, building control and regulatory services, such as: environmental health, animal health, environmental protection, private sector housing standards, health and safety enforcement, food legislation, emergency planning on the Isles of Scilly.

2. Primary Member point of contact for the Local Plan.

 

Lead Member for Housing and Corporate Estate

1. Represent the Council on the Cornwall and Isles of Scilly Strategic Housing Group.

2. Political leadership of all housing provision including those relating to the existing housing stock and the provision of new homes on the Islands within both the public and private sector, to include housing allocations and homelessness.

3. Political leadership of matters pertaining to the management of the Council’s Corporate Estate.

4. Cultural services and Heritage and Conservation.

 

 

Lead Member for Adults

1. Represent the Council on the Isles of Scilly Health and Wellbeing Board and the Cornwall and Isles of Scilly Integrated Care Partnership (the latter when Chair of the Health and Wellbeing Board – which will be held on a rotating annual basis with the Lead Member for Children).

2. Political leadership on the formulation and implementation of budget and policy for Adult Social Care and public health and wellbeing services in line with the Care Act 2014 and Health and Social Care Act 2012.

This includes:

·         Adult Social Care services for adults of working age including the direct

·         provision of care through the Park House Residential and Community Care

·         service

·         Services for carers

·         Vulnerable adult safeguarding functions

·         Public Health including health protection, health promotion, self-management

·         and wellbeing in relation to adult services

·         Community wellbeing assets and services: Active Scilly, Library, Adult

·         Learning

·         Health and Wellbeing Strategy and Joint Strategic Needs Assessment

3. Promoting the best possible adult social care services and seamless care in the community by working with and optimising all opportunities offered by our partners in furthering these aims including the voluntary sector.

4. Leading the Health and Social Care integration project to pioneer a new model of place based care.

5. Working in partnership through the Health and Wellbeing Board to promote early intervention, prevention and integrated care.

6. To liaise with Health watch as appropriate.

7. Working with the Safeguarding Adults Board to support those in need of help and protection.

8. Working to develop the Integrated Care System with colleagues across the Cornwall and Isles of Scilly health and care system.

9. Working with other Lead Members and especially the Lead Member for Children in ensuring effective high-quality services throughout the lives of our community.

10. To co-operate with any CQC inspection requirements.

 

Lead Member for Children

1. Represent the Council on the Safeguarding Children’s Board and Health and Wellbeing Board and the Integrated Care System, including the Cornwall and Isles of Scilly Integrated Care Partnership (the latter when Chair of the Health and Wellbeing Board – which will be held on a rotating annual basis with the Lead Member for Children) to achieve better outcomes for children and families.

2. Undertake the significant responsibilities of the Lead Member for Children’s Services as set out in statutory guidance.

3. Enhance the Council's corporate parenting role; to protect and champion children’s rights and to promote opportunity for all children in the Isles of Scilly.

4. Promote a culture of inclusion for all children and families where children are enabled to thrive.

5. Political leadership on budget and policy formulation and implementation in relation to:

·         Co-production of services across the children’s partnership

·         Children’s Rights and involvement of young people in decision making

·         Children’s Social Care

·         Children’s Safeguarding and the effective implementation of Working Together

·         to Safeguard Children

·         Early Intervention Services for vulnerable children

·         Early Years provision including Health Visiting

.      Public Health including health protection, health promotion, self-management

·         and wellbeing in relation to children’s services

·         Educational attainment and capital investment in the Five Islands Academy

·         Special Educational Needs Provision in line with the Code of Practice

·         Transitions for young people with special educational needs

·         Youth Offending

·         Universal youth provision and post 16 education, employment and training

·         Adult Education

·         Skills Agenda and relationships with FE and Universities.
