Terms of Reference

PURPOSE   TEDI  1 To manage economic, environmental, infrastructure, strategic and economic development issues that directly relate to the islands, and to monitor the impact of similar issues arising in the South West that could affect the islands.   CORE FUNCTIONS   To exercise all the Council’s powers and duties in the following areas:   TEDI  2             Local Authority Fire & Rescue Service.   TEDI  3             Environmental Health including:

a)                  the control and licensing of camping sites;

b)                  the provision of a dog warden service;

c)                  Statutory Animal Health

d)                  Enforcement of the Environmental Protection Act

e)                  Enforcement of food legislation

f)                   Enforcement of Houses in Multiple Occupation (HMO)’s

  TEDI  4             Local Highway Authority, including the maintenance and repairs of roads, pavements and street lighting.   TEDI  5             Housing infrastructure.    TEDI  6             Local Enforcement Authority under the Health and Safety at Work Acts.   TEDI  7             Waste management and recycling.   TEDI  8            Provision of drinking water for St Mary’s and Bryher and waste water undertaker for parts of St Mary’s and to respond to consultation documents and implement changes to national water & sewerage legislation, regulations and policies.   TEDI 9Recommend to Council the acquisition and disposal of Council assets, including corporate property and commercial premises.   TEDI 10           Coastal  protection and sea defence.   TEDI 11           To consider the economic future of the Isles of Scilly and to seek special economic measures and support where appropriate.   TEDI 12           To explore and deliver the aspirations of Island Futures where approved by Council, focusing on development that is harmonious with the environment and social well-being of the islands.   TEDI 13           To monitor all external grant sources particularly European Union, UK Government and agency grants.   TEDI 14            To promote economic development of the Islands in line with the Council's Sustainable Economic Development Strategy.   TEDI 15           To encourage partnerships between those within and outside the islands in the implementation of appropriate economic development.   TEDI 16           To review and recommend to Full Council and/or the Local Planning Authority policies and projects on all strategic aspects of transport (on the islands, between the islands and to the mainland, including onward links by road, rail and air).   TEDI 17           To develop clear strategic policies and projects within which other committees can make operational decisions on the provision of specific transport services.   TEDI 18           To communicate and work in partnership with key stakeholders, including Cornwall Council, the Local Enterprise Partnership and transport operators through the Local Transport Board and the Transport for Scilly Board.   TEDI 19            To research transport issues and lobby government departments and the European Union in order to influence legislation and strategic policies and identify opportunities for assistance, especially where inequalities in relation to other island communities can be addressed.   TEDI 20           To oversee the strategic management of the Isles of Scilly Airport.   TEDI 21           The maintenance of Council beaches, recreational area, public conveniences and war memorials.   TEDI 22            Management of cemeteries and burials.   TEDI 23            To set the committee’s fees and charges, and set and move towards a minimum reserve for trading accounts registered to the Local Authority.   MEMBERSHIP   TEDI 24            Appointments to the Transport, Economic Development & Infrastructure Committee shall be decided at each Annual Council.  The Chairman and Vice-Chair will be elected annually at the first meeting of the committee following Annual Council.

  VOTING RIGHTS:   TEDI 25            Local Authority Members can vote on any issue providing they do not have a disclosable pecuniary interest in a matter.   TEDI 26            Non-Local Authority Members appointed to the committee can vote on any matter except for decisions pertaining to budget decisions of the Council of the Isles of Scilly.
