Key Approvals: Q4 Performance Report & Housing Policy Updates
Overview and Scrutiny Committee - Services
On Tuesday 25 June 2024, the Overview and Scrutiny Committee - Services convened to discuss key topics, including the Q4 2023-24 Corporate Performance Report, the Services Work Programme for 2023-24, and various community initiatives. The committee approved the Q4 Corporate Performance Report and endorsed the Services Work Programme for the upcoming year.
Q4 2023-24 Corporate Performance Report
The Q4 2023-24 Corporate Performance Report highlighted significant achievements across services, particularly in waste management, housing, and social services. Notable improvements included increased recycling rates and a reduction in homelessness. Councillor Paul Convery praised these efforts, stating, The data shows a commendable improvement in our recycling efforts, which aligns with our environmental sustainability goals.
However, concerns were raised about ongoing challenges in healthcare services, especially mental health support. The report was unanimously approved.
Services Work Programme 2023-24
The Services Work Programme for 2023-24 outlined the council's priorities and planned initiatives for the year. Key projects include expanding affordable housing, enhancing public transportation, and introducing new community health programmes. Councillor Sarah Anderson emphasised the importance of the housing initiative, stating, Expanding affordable housing is crucial to meeting the needs of our growing population and ensuring that everyone has access to safe and secure accommodation.
The work programme was endorsed by the committee.
Community Initiatives
Various community initiatives were discussed, including the refurbishment of Paisley Town Hall, development of new parks and green spaces, and implementation of youth engagement programmes. Councillor John Smith highlighted the significance of these programmes, noting, Engaging our young people in meaningful activities is essential for their development and helps to build a stronger, more cohesive community.
Public Participation
Residents raised concerns about road maintenance and support for small businesses during the public participation segment. The committee acknowledged these issues and assured residents that they would be addressed in future meetings.

Landlord Services Advisory Board (Executive Working Group)
The Landlord Services Advisory Board (Executive Working Group) met on Thursday 27 June 2024 to discuss the annual self-assessment against the Housing Ombudsman’s Complaint Handling Code, a review of the Housing Services Compensation Policy, and updates on the Waverley Homes Standard. Key decisions included adopting the revised Housing Services Compensation Policy and implementing service improvements based on the self-assessment findings.
Annual Self-Assessment Against the Housing Ombudsman’s Complaint Handling Code
The board reviewed the Annual Self-Assessment Against the Housing Ombudsman’s Complaint Handling Code - Cover Report, a requirement to ensure compliance with the Housing Ombudsman’s Complaint Handling Code. Findings from the Appendix 1 Summary of Complaints and Service Improvements for Year 2023-24 were discussed, highlighting areas of good performance and areas needing improvement. Councillor Paul Convery stressed the importance of transparency and responsiveness in handling complaints, stating, We must ensure that our residents feel heard and that their issues are addressed promptly and effectively.
The board agreed to implement recommended service improvements.
Housing Services Compensation Policy Review
The Housing Services Compensation Policy Review - Cover Report was presented, proposing changes to ensure the policy remains fair and transparent. The revised Housing Service Compensation Policy includes updated compensation amounts and eligibility criteria. The board unanimously adopted the revised policy, with Councillor Convery noting, This updated policy reflects our dedication to fairness and accountability in our housing services.
Waverley Homes Standard Update
An update on the Waverley Homes Standard was provided, detailing progress in maintaining and improving council housing quality. The standard sets minimum requirements for the condition and maintenance of council homes. Councillor Convery emphasised continuous investment in housing stock, stating, Our commitment to the Waverley Homes Standard ensures that our tenants live in safe, comfortable, and well-maintained homes.
Head of Housing Update
The Head of Housing Update provided an overview of current housing projects, challenges, and future plans. Topics included progress of new housing developments, strategies to address homelessness, and initiatives to improve tenant engagement. Councillor Convery highlighted the importance of collaboration and innovation in addressing housing challenges, stating, We must continue to work together and explore new solutions to meet the evolving needs of our community.
