Purpose:

Content: (A)              corporate plan   It was moved by Councillor Scullion, Seconded by Councillor Patient   that the recommendations of Cabinet contained in Minute Number 39, be approved.   RESOLVEDthe Corporate Plan 2024-2026 be approved, to ensure that the Council had a strategic blueprint that targeted available resources, services and transformation strategy against our stated priorities to realise our ambitions for Calderdale as defined by our future Vision 2034.   (B)          UPDATE ON THE MEDIUM TERM FINANCIAL PLAN 2025-26 TO 2027-28   It was moved by Councillor Scullion, Seconded by Councillor Patient   that the recommendations of Cabinet contained in Minute Number 40, be approved.   RESOLVED that Council notes the update on the latest Medium Term Financial Plan 2025-2028 position in advance of the next stages of the budget setting process.   (C)          PARKING STRATEGY AND CHARGES REVIEW   It was moved by Councillor Scullion, Seconded by Councillor Patient   that the recommendations of Cabinet contained in Minute Number 54, be approved.   RESOLVED that the sum of £620,000 be incorporated into the overall Capital Programme to allow for the replacement of the obsolete parking machines and recommended to Council that the capital expenditure is funded by borrowing, with the revenue cost attached to the borrowing being met by Parking Services.   (D)          EQUITABLE CHARGING   It was moved by Councillor Scullion, Seconded by Councillor Tremayne   that the recommendations of Cabinet contained in Minute Number 55, be approved.   RESOLVED that:   (a)      the principle of equitable charging to bring charging in line with the spirit of the Care Act 2014, be adopted;   (b)      the principle of charging self-funders an arrangement fee, be agreed;   (c)      the future charging considerations, be noted; and   (d)      that the Director for Adult Services and Wellbeing and the Cabinet Member with responsibility for Adult Services and Wellbeing be given delegated authority to implement the principle of equitable charging including consultation and required changes to the Charging Policy.
