Purpose: The operational decision to deactivate an Early Learning and Childcare (ELC) setting is made by the Director of Education and Children’s Services in consultation with the Education and Children’s Services Leadership Team.?The operational decision to deactivate could be taken in 3 scenarios and will be taken by assessing identified factors for consideration. This report sets out the Aberdeenshire guidance for deactivating an Early Learning and Childcare (ELC) setting.?

Content: M: Cllr Keating / Cllr A Simpson to agree with officer recommendations to Approve the guidance mothballing/deactivating an Early Learning and Childcare setting.   A: Cllr McAllister / Cllr Nicol that the mothballing of an early learning and childcare setting should be a strategic decision and not an operational one, and that the Committee remove the operational power and that mothballing decisions should lie with Education and Children’s Services Committee and the protocol would need to be revised should the decision maker be altered.   M: 11   A: 5   No Vote: 1
