Purpose: The procurement function at Lancashire County Council manages a significant value of spend, supporting compliance with regulations and Council objectives. However, the team has been mostly reactive, focussing on the tendering of expiring contracts with limited capacity for contract management and a need for better data. In late 2023 and early 2024 a detailed diagnostic of the procurement function at Lancashire County Council was undertaken. The resulting recommendations described in this report and are being implemented by the service.
