Purpose: The Regulatory Reform Order 2002 provides local authorities with a power to introduce policies for assisting residents with adaptations, repairs and renewals within their homes through financial assistance, such as grants or loans. Our polices that utilise this power are out of date and therefore provides an opportunity to review and refresh these and, in particular, combine them to enable and accelerate housing quality improvements across the County.

Content: DECISION:   RESOLVED:   1.  That the Housing Assistance Policy, as set out in appendix 1 to the report, be approved.   2.  That the use of the budgets included in section 6 of the report, for implementing the proposed financial assistance and loan repayments be reinvested back into the relevant scheme, be endorsed.   3.  That the Policy be formally reviewed, updated and approved at not less than five yearly intervals.   4.  That authority be delegated to the Service Director for Planning and Housing to: a)  make ad hoc, minor changes to the Policy as may be required; and b)  add or remove financial assistance as needs and funding arrangements change; and c)  review and amend the action plan on an annual basis, or as may otherwise be required.     Reason for the Decision:    As contained within the report.   Alternative options considered:   None other than contained within the report.   Conflicts of interest declared:   None.   Dispensations granted in respect of a conflict of interest:   N/A
