Purpose: This report provides an update to the Sustainability Committee on suggested changes to the Carbon Budget process for 2025-26. The Committee is asked to consider the limited efficiencies and effectiveness of providing targets for each Directorate in the Carbon Budget process and seeks support to remove these targets for a more One Aberdeenshire approach to climate change mitigation.

Content: Concerns were noted around the need for clear accountability and the ability to monitor carbon budgets at directorate and service levels.   Agreed that the effectiveness of the agreed change would be monitored and an update to be provided in the next six-monthly carbon budget update in August 2025, with a further update in November 2025 as part of the next year’s budget considerations.
