Content: That full planning permission be refused for the change of use of the property from a single family dwellinghouse (Use Class C3) to a five-bedroom HMO with a maximum capacity of five persons (Use Class C4) with the provision of refuse storage to front and cycle storage to rear.   That refusal was on the basis that the proposal –   ·      The lack of natural daylight and outlook to bedroom 2, was considered unacceptable and detrimental to the occupier. ·      That the noise and lack of privacy to bedroom 2, due to communal use of the extension, was considered to have an unacceptable and detrimental impact on amenity of occupier. ·      the standard of accommodation being proposed would not provide a good standard of living for potential occupants.
