A number of further sessions have followed throughout the process to inform the market of the vision of the project and help equip all bidders when the tender process becomes live. Detailed discussions were undertaken on the best procurement route and it was decided that due to the complexity and risk of this project a Competitive dialogue process should be followed. We secured independent legal advice to support on this project. Approved Competitive Dialogue process 1) Supplier Question stage with evaluation questions based on historical experience 2) Dialogue stage 3) Final tender submissions with weighted assessment questions A Supplier questionnaire went live on the Chest as an open advert on 1st May 24 with a deadline of 31st May 24. A tender pack was issued on 3rd Sept 24 along with invitations to the dialogue sessions. Dialogue sessions were held from 15th – 25th August 24. By the final tender deadline on 1st October 2, 3 bidders had submitted bids for a number of lots. Options considered and rejected were: Due to the innovative nature of Project Skyline, no additional routes to market were considered. Operating away from any framework has allowed us to consider the market in it’s entirety and ensure the best outcomes for children and young people in care. Assessment of Risk: Medium/High Risk. The source of funding is: The contract will enable 10 GM LAs to place cared for children in Skyline Homes. The placing local authority will pay the pre-agreed placement cost, as submitted during the procurement process. Legal Advice obtained: Greater Manchester Combined Authority commissioned Weightmans LLP to provide all legal support during the procurement of the Skyline providers. Weightmans LLP published the following procurement documents in consultation with GMCA and 10 GM LAs: - Care Services Agreement (CSA) - Iindividual Purchase Agreement (IPA) - Agreement for Lease (Relating to property) - Lease (Relating to property) - Partnership Agreement Legal officers representing 10 GM LAs have also had sight of all documents. Financial Advice obtained: Treasurers from 10 GM LAs and Greater Manchester Combined Authority (GMCA) have worked collaboratively to ensure the financial viability of Project Skyline. Treasurers have nominated a lead treasurers: Rachel Rosewell. In addition to consultation with treasurers, the commercial investment team within GMCA have built the investment model and evaluated provider financial bids. Procurement Advice obtained: The procurement was led by GMCA procurement business partners, in consultation with commissioners across Greater Manchester. In addition, GMCA commissioned Weightmans LLP to provide procurement guidance. HR Advice obtained: Advice from HR colleagues has not been deemed necessary for this contract. Climate Change Implications obtained: Beyond the existing climate change impacts of similar contracts within this sector, there are no additional climate change implications as a result of this contract.
