Purpose: Report setting out the further work undertaken to develop the content of the Local Plan together with feedback from the Economic Growth and Development Overview and Scrutiny Committee.
Content: It was moved by Councillor Monk, seconded by Councillor Mould, and RESOLVED: 1. That, having had regard to the assessment of the consultation responses, the Interim Policy Position Statement, as set out at Appendix 1 to the report, be adopted and that authority be delegated to the Service Director for Planning and Housing to: i. update the guidance regarding Section 106 contributions, so as to be consistent with the aspirations of the Interim Policy Position Statement; ii. undertake a Strategic Viability Assessment to inform that work; and iii. undertake minor amendments to the Interim Position Policy Statement in response to further government guidance or learning points from appeals. 2. That further iterations of the call for sites be undertaken in response to emerging findings and need including, but not limited to, locations for potential new communities. 3. That work be progressed on scoping activity, in accordance with the current Sustainability Appraisal framework (and any successor to that framework), including identifying initial reasonable alternatives for distribution of growth for future assessment by the Cornwall Growth Board, prior to consultation and that appropriate software solutions be explored to support this work to integrate with other methodologies including the Cornwall Development and Decision Wheel. 4. That the core group of stakeholders initially identified by the Economic Growth and Development Overview and Scrutiny Committee be updated, as set out in the report, and periodically kept under review by the Service director for Planning and Housing, with appropriate input from Members. 5. That the updated principles for the Local Plan be adopted, having regard to the recommendations of the Economic Growth and Development Overview and Scrutiny Committee from its meeting on 14 January 2025. 6. That the Service Director for Planning and Housing prepare a set of key principles and expectations of promoters and the role of the Council for the delivery of new communities in order to ensure that the Council can progress discussions positively and practically if required. 7. That, once complete, the findings from the work in response to the Council Motion from April 2024 relating to solar farms and the role of grade 3 land be incorporated into the evidence base for the Local plan as set out in the report.
