Content: RESOLVED: Cabinet approved and adopted the Local Cycling and Walking Infrastructure Plans for Brackley, Daventry and Towcester as appended to this report. REASONS RESOLVED: 1. Local Cycling and Walking Infrastructure plans (LCWIPs) form part of the supporting strategies of the Local Transport Plan (LTP) and the schemes within them are identified as key interventions to be delivered over the period of the LTP. 2. While the preparation of LCWIPs is non-mandatory, those Councils with LCWIPs are in the best position to work with Active Travel England and other government departments, as well as partners such as National Highways, developers and other stakeholders to secure funding for a high quality walking and cycling network that is comprehensive, cohesive, attractive, safe and accessible to all. 3. LCWIPs are a key component in contributing towards the Council achieving its corporate ambition for West Northamptonshire to decarbonise its transport network and become net zero by 2045. The LCWIPs also support other corporate policies of improving air quality, reducing emissions, improving public health outcomes and increasing access to education and employment. ALTERNATIVE OPTIONS: None. The LTP sets out at Policy 6 a commitment to develop LCWIPs for Brackley, Daventry, Northampton and Towcester to deliver and monitor an ongoing pipeline of high-quality active travel schemes, implementing the first schemes from the LCWIPs in the first 5 years of the plan.
