Purpose: The East London Waste Authority Boroughs of Barking and Dagenham, Havering, Newham, and Redbridge are working collaboratively to prepare a new East London Joint Waste Plan (ELJWP) to replace the 2012 East London Joint Waste Development Plan Document. Following consultation of the Regulation 18 draft ELJWP over Summer 2024, the Cabinet will be asked to approve the ELJWP for public consultation in accordance with Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012.
Content: Cabinet resolved to: (i) Agree the publication of the Draft ELJWP and supporting evidence base, attached at Appendices 1 - 7 to the report, for a six-week statutory public consultation anticipated to commence in late May 2025, in accordance with Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012; (ii) Delegate authority to the Strategic Director, Inclusive Growth and Place, to finalise the Draft ELJWP, including making minor modifications to the Plan and supporting information, including appendices, related evidence base and topic papers, prior to undertaking the Regulation 19 public consultation; (iii) Delegate authority to the Strategic Director, Inclusive Growth and Place, to make the arrangements for statutory public consultation, in accordance with the Consultation Protocol at Appendix 3 to the report; and (iv) Note that following the Regulation 19 consultation, a further report shall be presented seeking approval to submit the ELJWP and associated documents to the Secretary of State for Housing, Communities and Local Government for independent examination.
