Purpose:
Content: Salford City Council - Record of Decision (Cabinet) I, Councillor Tracy Kelly, Statutory Deputy City Mayor, in exercise of the powers contained within the City Council Constitution do hereby approve: 1. the creation of an inhouse service model that enables the return of all services currently provided under contract by Aspire for direct delivery by Salford City Council. 2. the extension of the contract with Aspire for a period of 10 months from 1st June 2025 to 31st March 2026 (which includes the costs of the extension). 3. that the Executive Director Adult Social Care and Health Partnerships, in consultation with the relevant Lead Member(s), have authority to undertake all necessary actions to enable the Council to directly deliver the services currently provided by Aspire. . 4. that the City Solicitor be authorised to prepare all requisite legal agreements and associated documents to give effect to all the above approvals. 5. That the exemption under Schedule 12A Local Government Act 1972 applied to the report of the Lead Member for Adult Social Care and Health be lifted once staff at Aspire have been notified of the executive decision confirmed at paragraph 1 above. The Reasons are: To meet Salford City Council’s strategic objectives relating to the direct delivery of adult social care services in the city, for the benefit of Salford people. Options considered and rejected were: - Develop a Local Authority Trading Company (LATCo) - Procure from a third party Assessment of Risk: Low: Limited impact on the stated objectives as reported. The source of funding is: Integrated Care Fund Legal Advice obtained:Yes Shared Legal Services provided the legal advice as set out in the report. Legal advice shared is considered as part of the appraisal. Financial Advice obtained: Yes Financial assessment provided within the report presented to cabinet. Financial information considered as part of the appraisal. Procurement Advice obtained: Yes Procurement advice provided within the report and considered as part of the appraisal of options.
