Purpose: To provide an update on the Twickenham Civic Centre De-carbonisation programme.
Content: RESOLVED: The Committee resolved to: a) Agree the scope for the decarbonisation and improvements to the Twickenham Civic Centre campus which will be delivered under this scheme. b) Agree the space allocation and asset use across the campus. c) Note the construction and phasing plan for the scheme. d) Note the procurement process and to delegate to the Assistant Director for Programme Management Office (PMO) in consultation with the Executive Director of Finance the authority to enter into the construction contract at a value of circa £7.5m to deliver the works. e) Agree the financial business case, including projected revenue savings, income and capital receipts. f) Agree additional capital budget of £0.46m in 2025/26 to add to the existing approved budget of £8.8m (total £9.26m) to deliver the Decarbonisation and Improvements to Twickenham Civic Centre scheme. g) Delegate to the Assistant Director of Valuation and Asset Management in consultation with the Director of Finance and Head of South London Legal Partnership to dispose of 91 Queen’s Road once it is vacated, on the open market for not less than best consideration and to take steps necessary to obtain vacant possession of the same. h) Support phasing Option 2.
