Purpose:
Content: Salford City Council - Record of Decision I Councillor Jack Youd, Deputy City Mayor and Lead Member for Finance, Support Services and Regeneration, in exercise of the powers contained within the City Council Constitution, and following consultation with Cabinet Members at the Property/Regeneration Briefing, do hereby: Approve the drawdown of the additional funding allocated to the Better Bus Routes - Salford Crescent to MediaCityUK project by the Bee Network Committee, subject to any further approvals that are required by the Council’s Constitution. Grant authority for the Salford representatives to enter into the necessary grant funding agreement variation to enable the draw down of funds. Note the progress made to date by TfGM and Salford City Council in progressing the Better Bus Routes – Salford Crescent Media CityUK (BBR – SCMC) project towards Outline Business Case (OBC); Note that the Bee Network Committee has allocated additional funding to TfGM and Salford Council to continue to progress the scheme. The Reasons are: The scope of works involved with the project, and the project programme, have both increased with agreement from TfGM and additional funding to cover SCC’s costs to completion of the Outline Business Case has been allocated by the Bee Network Committee. The drawdown of the additional funding is required to allow Salford’s Engineering and Landscape Design team to continue to progress the project development. Options considered and rejected were: None. Assessment of Risk: Medium: The process of setting budgets for the CRSTS funding settlement which took place over a number of years means that inflationary pressures in the construction sector have increased substantially since the funding allocations were bid for and agreed. The government funding letter to Greater Manchester confirms ‘Any cost overruns must be met locally and no additional HMG (Government) funding from this settlement will be provided to support your CRSTS programmes’. This means that the work funded by the programme may have to be reduced in scope as inflation pressures continue to erode what can be delivered with the funding allocated. The source of funding is: Grant funding from the City Region Sustainable Transport Settlement (CRSTS). This phase of the project's development will help shape what these interventions could look like if taken forward to future work stages and what the specific Climate Change Implications are for the project as a whole and the benefits they will bring. While the details of specific interventions aren’t known at this stage, it is envisaged that the interventions will include measures that enable more sustainable travel choices to be made (i.e. improvements to walking and cycling facilities and access to public transport) all of which will help reduce co2 emissions, that are linked to global warming and reduce the number of private vehicles on the roads, helping create a nicer environment to live in and work.
