Content: Resolved that full planning permission be GRANTED for the change of use from use class C3(Dwellinghouse) to C4 (HMO), erection of dormer extension, and conversion of the garage to a communal kitchen, including refuse & recycle storage and bike stands.   Subject to: ·      The conditions set out at Appendix 2 of the report to be detailed in the notice of determination with the additional conditions requiring o   Submission of a Construction Management Plan, with specific attention to health and safety; waste water during construction, asbestos investigation and removal and fire risk management to be agreed with officers prior to commencement of works   ·      The submission of a Management Plan, including details of the provision of a 24 hour contact number for neighbouring properties and commitments to site inspections, prior to commencement of works   That the Assistant Director (Planning & Building Control) be authorised to make any minor changes to the detailed wording of the recommended conditions as set out in Appendix 2 of the report, where the Assistant Director (Planning & Building Control) considers it appropriate, before issuing the decision notice.
