Purpose:

Content: RESOLVED that powers be delegated to the Executive Director of Place and Economy to GRANT planning permission, subject to:   (i)     the completion of a satisfactory Section 106 agreement to secure:   a)    the appropriate planning obligations to meet the Heads of Terms as detailed in appendix 1 of the report; b)    Officers reviewing the phasing for the delivery for the Ock n Dough Roundabout works and the Great Harrowden Crossroads works to ensure the appropriate order to minimise impacts on local residents and road users. Notwithstanding the ordering of these works, the scope of delegation does not extend to altering the trigger points such that, whichever are to be the first set of works to be implemented, must be completed prior to the occupation of the 300th dwelling, and the second set of works to be completed prior to occupation of the 600th dwelling;   (ii)       the conditions set out in the published agenda report, including any   amendments to those conditions as deemed necessary;   (iii)      should a satisfactory Section 106 agreement, securing appropriate   obligations, not be completed by 30 September 2025, or any further extension of time agreed in writing between the applicant and the Local Planning Authority, that it be delegated to the Executive  Director for Place and Economy to REFUSE planning permission.
