Purpose: To request permission to procure three contracts for works to the Council’s Housing stock. These being a four year supply and fit contract for windows and doors, a four year cleaning and clearance contract for void properties and a four year major voids renovation and repair works contract.
Content: RESOLVED KEY DECISION That the Executive delegated authority to the Executive Director of Adults, Health Partnerships and Housing, in consultation with the Executive Member for Housing Landlord Services and Strategic Housing, to procure, negotiate, award and enter into contracts for the supply and fit of external doors and windows, the clearance and cleaning of waste from void properties and the completion of repairs, maintenance and renovation works to ‘major’ void properties. Reasons for Recommendation – To accord with legislative requirements placed upon the Council as a Landlord, by agreeing to the proposed contract procurements, this will allow the Council to: · Align services with Government legislation, regulation and initiatives, through the use of procured contractors. · Procure the new contracts in the most efficient and timely manner, to ensure a fully compliant procurement process is in place for the delivery of its services. · To provide better value for money to the Council. · To ensure tenants benefit from the investment in the housing stock across North Northamptonshire. Alternative Options Considered: a) To scale up in-house resources to fit external doors and windows. However, a supply contract for external doors and windows would still be required. In addition, operative recruitment challenges could impact our ability to fit windows and doors. It is deemed more efficient to procure a supply and fit contract rather than a supply only. b) To scale up in-house resources to undertake the clearance and cleaning of waste from void properties. However, a waste disposal contract would be required and the peaks in workload mean it is deemed more efficient to procure a contractor. c) To scale up in-house resources to undertake the completion of repairs, maintenance and renovation works to ‘major’ void properties. However, once again the peaks in workload mean it is deemed more efficient to procure a contractor.
