Content: Salford City Council - Record of Decision I, Councillor Tracy Kelly, Statutory Deputy City Mayor and Lead Member for Housing and Anti-Poverty, in exercise of the powers contained within the City Council Constitution, do hereby: Approve the request for additional discretionary assistance (£20,061.17) in excess of the value permissible under policy (£50,000). The total value of discretionary assistance requested will be £70,061.17, including VAT, via a legal charge is £70,061.17. The Reasons are: This approval will support a Disabled Facilities Grant (DFG) policy exception allowing Salford City Council to apply greater flexibility for Individual X which will enable the recommended adaptations to be completed thus promoting Individual X health, wellbeing and independence. Options considered and rejected were: Not to approve the exceptions to policy in respect of Individual X. Assessment of Risk: Number Risk Likelihood Impact 1 Without the recommended adaptations, Individual X will have little to no independence High High 2 Requirement for additional care to support Individual X and their parent with the assessed care needs at home resulting in high ongoing, long-term costs High High The source of funding is: Salford City Council Disabled Facilities Grant Capital. Financial Advice obtained: Stephen Thynne, Strategic Finance Manager This report considers adaptations required to a property to meet Individual X’s needs. Total cost of the works proposed is £100,061.17 (including a £10K contingency) and it is proposed this is met by £30,000 mandatory DFG, £50,000 discretionary DFG (permissible under policy) and a further £20,061.17 additional discretionary DFG. It has been confirmed that there is £235K of equity in the property and the discretionary assistance (£70,061.17) will be secured by way of a legal charge.
