Purpose: Cabinet to consider and approve the recommendations, in relation to the Allocation of Community Infrastructure Levy (CIL) Funds 2025.  

Content: It was RESOLVED that Cabinet approved the recommendations, as amended, that:    The recommendations be approved for the allocation of Community Infrastructure Levy (CIL) funding, in accordance with the CIL Spending Protocol, as set out in Appendices A and B; and   b.   that the £1.25M CIL previously allocated in 2021 to the Four Marks Community building be reallocated to the revised project for the refurbishment of Benians Pavillion in Four Marks with the following specific conditions:-   1.       The submission of the planning application by the 30th September 2025   2.       Confirmation of the full funding of the project by 31st December 2025   3.       Development must commence within 2 years of the allocation of CIL funds (the date of this report, 18 July 2025)   4.       No further Strategic CIL funding to be applied to this project   Failure to meet these requirements results in the automatic removal of the £1.25m CIL funding allocated and the need for a further bid.   The reallocation of the underspent funds for the HCC Alton Railway Station Active Travel Mobility Hub project to the HCC Anstey Road Puffin Crossing project.   Cabinet also NOTED that:   Two bids received from the Whitehill and Bordon Area have been approved by delegated authority given to the Portfolio Holder for Whitehill and Bordon as detailed in paragraph 4.4; and The projects identified as ‘at risk’ of CIL allocations being removed as detailed in paragraph 7.2; and The progress of all projects allocated CIL funding since 2021 (Appendix D), with many completed providing significant benefits for local communities; and The intention for an application to be submitted for £500,000 towards the Whitehill and Bordon Leisure Centre Extension, which will be considered for allocation in 2026. A time limit of 31 December 2025 to evidence satisfactory progress will be applied to projects identified in paragraph 7.2 of the report. Such decision as to satisfactory evidence to be made by the Executive Director Operations in consultation with the Portfolio Holder for Regulation and Enforcement.   Cabinet noted erratum in paragraph 7.2 of the report ‘end of September 2025’ should read ‘end of December 2025’
