Purpose:
Content: Cllr Dr Kate Usmar sought Cabinet approval for the Council to provide a range of services that are currently delivered on behalf of Gloucestershire County Council by Gloucestershire Health and Care NHS Foundation Trust. Having considered all of the information, Cabinet noted the report and RESOLVED to: (1) give approval for Gloucestershire County Council to provide the following services that are currently provided by Gloucestershire Health & Care NHS Foundation Trust from September 2026: • occupational therapy services • reablement assessment and therapy support services •mental health social work •supported accommodation services (housing related support) (2) give approval for Gloucestershire County Council to continue with Gloucestershire Health & Care NHS Foundation Trust provision of the following services from September 2026 • Approved Mental Health Professional (AMHP) service (3) delegate authority to the Executive Director of Adult Social Care, Wellbeing and Communities, in consultation with the Cabinet Member for Adults’ Support and Independence to: • Conduct a competitive procurement process under Lots 5(a) and 5(b) of GCC’s Gloucestershire Health & Social Care Framework 2024-30 in respect of a 5-year call-off contract for the supply of domiciliary care for individuals during the period September 2025 to September 2030 as part of GCC’s reablement service •The proposed contract(s) for domiciliary care will be delivered as a variation to the hyper-localised domiciliary care contract (4) delegate authority to the Executive Director of Adult Social Care, Wellbeing and Communities, in consultation with the Cabinet Member for Adults’ Support and Independence to terminate and vary section 76 and section 75 agreements with Gloucestershire Health and Care NHS Foundation Trust and Gloucestershire Integrated Care Board in order to achieve the recommendations above.
