Purpose: To seek approval to procure and award a contract for safety enforcement cameras and associated infrastructure, to support the Council’s road safety objectives to reduce the number of people who are killed and seriously injured on the county’s roads.

Content: Cllr Roger Whyborn sought Cabinet approval to procure a contract for the supply and installation of road safety enforcement cameras and associated infrastructure   Having considered all of the information, Cabinet noted the report and RESOLVED to:     1.              Approve the award, without further competition, of a call-off contract for the supply and installation of road safety enforcement cameras and associated infrastructure (including posts and equipment for powering the equipment from the electricity grid, solar panels or otherwise) on the Gloucestershire Highway network. The call-off contract shall be awarded under Lot 7 of the Crown Commercial Services (CCS) RM6099 Framework for Transport Technology & Associated Services to the preferred tenderer, namely Jenoptik UK Limited, in accordance with the direct award criteria of the framework. The call-off contract shall continue for an initial period of 5 years and include an option to extend its term for a further period of not more than 2 years (i.e. 5+2 years).   2.              Delegate authority to the Director of Highways and Transport in consultation with the Cabinet Member for Sustainable Transport and Road Safety to determine whether to exercise the 2-year extension option described in Recommendation 1 at the relevant time.   3.              Approve the allocation of £200k, annually of DfT Road Safety Block capital funding towards the cost of delivering camera enforcement sites.   4.              Delegate authority to the Director of Highways and Transport (in consultation with the Cabinet Member for Highways) to enter into a Service Level Agreement with the police pertaining to the Safety cameras.
