Purpose: To seek approval to procure and award a 4-year framework and 7-year call off contracts for the delivery of Grounds Maintenance Services of Schools and Corporate properties in Gloucestershire

Content: Cllr Colin Hay sought Cabinet approval for establishing a Grounds Maintenance Framework Agreement and subsequently awarding call-off contracts under it.   Having considered all of the information, Cabinet noted the report and RESOLVED to:           Delegate authority to the Deputy Chief Executive and Executive Director of Corporate Resources (S151 Officer) in consultation with Cabinet Member for Finance, Assets and Transformation to: 1. Conduct a competitive procurement process for a multi supplier Framework Agreement relating to the supply of grounds maintenance services for: (a) Gloucestershire County Council’s (GCC’s) 141 corporate properties. (b) Schools in Gloucestershire that have expressed an interest in joining the framework; and (c) the external partners listed in paragraph 3 of this report.   The Framework will be divided into the six (6) geographical Lots listed in paragraph 4 below 2. Appoint each of the preferred tenderers to the relevant Lot(s) under the above Framework.   3. Award up to six 7-year call-off contracts under the above framework to the supplier(s) appointed to supply grounds maintenance services at GCC’s corporate properties, while noting that the above public sector partners and schools will award and fund their own call-off contracts under the Framework. Each of the call-off contracts shall include annual break points after the initial 2-year period.
