Content: Salford City Council – Record of Decision (Property and Regeneration Panel and Procurement Board)   I Councillor Jack Youd,  Deputy City Mayor and Lead Member for Finance, Support Services and Regeneration, in exercise of the powers contained within the City Council Constitution, and following consultation with Cabinet Members at the Property/Regeneration Briefing (decisions 1-5 below) and accept the recommendation of the Procurement Board (decision 6 below), do hereby approve:   1)  The serving of a S54 Urgent Works Notice(s) as necessary on the owners of the Crescent Pub for the immediate protection of the Grade II listed buildings located at 19-21 The Crescent and 1 Massey Street. 2)  The undertaking of the works in default as specified in the S54 Urgent Works Notice(s) (UWN) in the event the owner fails to carry out the works required by the notice, following the expiration of the notice period. 3)  The seeking of full and immediate recovery of the funds through the S55 process. 4)  The Funding of the costs of works in default for Phase 1 with the final figures for these phases of works to be confirmed by the procurement process and agreed by Procurement Board (approval for spend required and verification through Procurement Board). 5)  Explore grant funding with Historic England to underwrite the cost of the urgent works, and if successful to enter a grant agreement, and accept the funds. 6)  Authority to proceed in accordance with the Council’s Contract Procedure Rules to start a mini-competition for the identification of a contractor through an appropriate framework.   The Reasons are: This concerns urgent actions necessary to protect the Grade II listed buildings at 19-21 The Crescent and 1 Massey Street.
