Purpose: The Cabinet will be asked to approve the procurement strategy for the replacement of front entrance fire doors at flatted accommodation to ensure ongoing building safety and compliance.

Content: Cabinet resolved to:   (i)  Approve the reprofiling of HRA capital funding of £8.5m to £12m over a four-year period to support the delivery of the Fire Door Replacement Programme, to enable the Council to address 2,170 outstanding fire safety remedial actions across its social housing stock in accordance with statutory obligations and the Building Safety Act 2022;   (ii)  Approve in principle the proposed hybrid procurement strategy, comprising a one-year contract for urgent works and a three-year framework agreement for the remaining delivery programme, to enable early mobilisation, support market engagement and deliver long-term value for money, while maintaining flexibility and ensuring compliance with procurement regulations;   (iii)  Note that no works shall commence until a compliant route to market had been formally endorsed by the Procurement Board and authorised by the Strategic Director, and that any material changes to the proposed procurement route shall be brought back to Cabinet for further approval; and   (iv)  Subject to (ii) and (iii) above, authorise the Strategic Director, Housing, Environment and Communities, in consultation with the Strategic Director, Resources and the Head of Legal, to undertake and complete the procurement processes and to award and enter into all necessary contracts and ancillary agreements required to implement the programme in full.
