Purpose:

Content: That Council;   (a)  Notes the requirements in relation to members’ allowances;   (b)  Approves the establishment of an Independent Remuneration Panel consisting of five members and invites the following to participate as its members:    • Mr Luke Bacon • Mr Chris Davison • Mr Gerard Dempsey • Mr Craig Ellis • Ms Sue Watts   (c) Approves the appointment of the five members for a period ending on the annual meeting of the Council to be held in May 2030;   (d) Delegates authority to the Monitoring Officer, should the need arise, to liaise with Independent Remuneration Panel Members from other local authorities to fill any vacancy that may arise in Panel membership prior to May 2030;   (e) Delegates authority to the Monitoring Officer to arrange for the reviews indicated in the report to be progressed, and to arrange for the outcome of these reviews to be presented to the full Council in due course.   Reason for Decisions   Under the Local Government Act 2000 and Part 4 of the Local Authorities (Members Allowances) (England) Regulations 2003, the Council is required to have regard to the recommendations of an Independent Remuneration Panel (IRP) before it determines a scheme of allowances for its members.   Alternative Options Considered   None, it is a statutory requirement to have an Independent Remuneration Panel for Schemes of Members Allowances.
