Purpose:
Content: 1. That a formal consultation be approved for a period of 12 weeks, with Lincolnshire residents, people who access the Integrated Lifestyle Service, stakeholders, and other interested parties, to consider possible changes and focus in the arrangements to help communities to lead healthier lifestyles, to inform future Council decision-making regarding the most appropriate allocation of the funding available. 2. That authority be delegated to the Executive Director Adult Care and Community Wellbeing, in consultation with the Executive Councillor for Adult Care and Health, to approve the detail of the consultation. 3. That subject to recommendation 6, the award of a new interim contract for Integrated Lifestyle Support Services at a value of approximately £3,172,100, for a period of 12 months between 1 October 2025 and 30 September 2026, be approved to allow for the consultation to be completed, to further inform Council decision-making. 4. That subject to recommendation 6, the award of a new interim contract for services in respect of Smoke Free Generation funding at a value of approximately £388,090, for an initial period of 6 months between 1 October and 31 March 2026, with an option to extend by a further period of 6 months to 30 September 2026 should SFG funding be confirmed beyond 31 March 2026, be approved to allow for the consultation to be completed, to further inform Council decision-making. 5. That the abandonment of the existing Integrated Lifestyle Service procurement process be approved pending an outcome of the consultation and future decision regarding service delivery of the Integrated Lifestyle Service, on the basis that, should such future decision be to continue to commission the Integrated Lifestyle Service or related services, because of the time elapsed since the original submission of tenders in March 2025 a new procurement procedure would need to be undertaken. 6. That authority be delegated to the Executive Director for Adult Care and Community Wellbeing, in consultation with the Executive Councillor for Adult Care and Health, to take all necessary decisions to progress the running of a compliant Provider Selection Regime process with a view to awarding ILS and SFG contracts detailed in recommendations 4 and 5 to the current Integrated Lifestyle Service and ‘Smoke Free Generation’ provider, Thrive Tribe Limited, up to and including the determination of the final form contracts and execution of those contracts.
