Purpose: To obtain approval to procure a Highways Major Projects Construction Framework for the delivery of Highway Structures, Geotechnical and Highways Schemes
Content: Cllr Joe Harris sought delegated authority to procure a highways framework agreement relating to the provision of construction works in respect of highways, structures, drainage and geotechnical schemes. Having considered all of the information, Cabinet noted the report and RESOLVED to: Delegate authority to the Executive Director of Economy, Environment & Infrastructure in consultation with the Cabinet Member for Highways to: 1. Conduct a competitive procurement process in respect of a four-year multi-supplier Framework Agreement for the supply of highway construction services required by the council in relation to Highways Major Projects. The framework agreement shall comprise two lots: one for Highways Schemes and the other for Structures and Geotechnical Schemes. No more than eight preferred tenderers shall be appointed to each lot. Preferred tenderers will be selected based on quality, financial and social value criteria. 2. Appoint each of the preferred tenderers to the relevant Lot under the above Framework Agreement. Approval will be sought from Cabinet or (as appropriate) the relevant Cabinet Member either annually across the portfolio or at the relevant times before awarding call-off contracts for the provision of highways construction works in respect of individual highways, structures, drainage and geotechnical schemes under the above Framework Agreement.
