Purpose:
Content: RESOLVED Unanimously To REFUSE planning permission for the following reasons: The proposed development, due to the absence of a legal agreement, would fail to secure: a. Early-stage and late-stage viability reviews necessary to ensure that the development delivers the maximum viable contribution to affordable housing detracting from the Council’s aim to provide mixed, inclusive and balanced communities, contrary to paragraph 66 of the National Planning Policy Framework (2024), Policies H1, H5 and H7 of the London Plan (March 2021) and Policy HO1 and HO3 of the Lewisham Local Plan (July 2025). b. financial contributions in relation to: i. carbon offsetting thereby failing to deliver a net carbon-zero development detracting from the strategic objective for London to become a zero-carbon city by 2050, contrary to paragraph 161 of the National Planning Policy Framework (2024), Policy SI 2 of the London Plan (March 2021) and Policy SD3 of the Lewisham Local Plan (July 2025).. ii. off-site children’s playspace necessary to ensure that there is adequate provision of informal recreation for young people in Lewisham detracting from the aim to promote physical and mental health and wellbeing for young people, contrary to paragraph 103 of the National Planning Policy Framework (2024), Policy S4 of the London Plan (March 2021) and Policy CI3 of the Lewisham Local Plan (July 2025). iii. local labour initiatives necessary to promote workplace training and skills development within Lewisham resulting in harm to the local economy, contrary to paragraph 86 of the National Planning Policy Framework (2024), Policy E11 of the London Plan (March 2021) and Policy EC10 of the Lewisham Local Plan (July 2025). iv. off-site tree provision necessary to off-set the loss of trees on-site resulting in harm to London’s urban forest and its contribution to visual amenity, biodiversity, air quality and carbon reduction, contrary to paragraph 136 of the National Planning Policy Framework (2024), Policy G7 of the London Plan (March 2021) and Policy GR5 of the Lewisham Local Plan (July 2025). c. car club membership for residents for a period of three years as required to discourage private vehicle ownership resulting in a detrimental impact to the aim of reducing car dependency, contrary to paragraph 115 of the National Planning Policy Framework (2024), Policies T6 and T6.1 of the London Plan (March 2021) and Policy TR4 of the Lewisham Local Plan (July 2025). d. participation within the Council’s Local Labour and Business scheme thereby failing to promote workplace training and skills development within Lewisham resulting in harm to the local economy, contrary to paragraph 86 of the National Planning Policy Framework (2024), Policy E11 of the London Plan (March 2021) and Policy EC10 of the Lewisham Local Plan (July 2025). e. a highways agreement required to secure improvements to the pedestrian environment in the local area thereby failing to promote walking and detracting for the aim of delivering accessible, inclusive, safe and healthy streets, contrary to paragraph 115 and 117 of the National Planning Policy Framework (2024), Policy T2 of the London Plan (March 2021) and Policy TR3 of the Lewisham Local Plan (July 2025). f. prevention of future occupiers of the residential accommodation from securing parking permits for the local CPZ as required to discourage private vehicle ownership resulting in a detrimental impact to the aim of reducing car dependency and delivering car-free development, contrary to paragraph 115 of the National Planning Policy Framework (2024) Policies T6 and T6.1 of the London Plan (March 2021) and Policy TR4 of the Lewisham Local Plan (July 2025). g. appropriate phasing of the works required to ensure the completion of the restoration works to the Grade II Listed Building necessary to safeguard the long-term future of the building thereby failing to preserve the significance of the designated heritage asset, contrary to Chapter 16 of the National Planning Policy Framework (2024), Policy HC1 of the London Plan (March 2021) and Policies HE1 and HE2 of the Lewisham Local Plan (July 2025).
