Purpose:

Content: Planning permission for application reference 2024/0074/01/DET was granted:     i.  Subject to a section 106 agreement to secure £10,000 for the monitoring of the SuDS maintenance;     ii.  Subject to the following conditions:   1.  3 year consent; 2.  List of approved drawings; 3.  Operating hours of drive through 06:00 to midnight Monday to Sunday; 4.  Reporting of unexpected contamination; 5.  3 metre high acoustic fence details to be approved and retained at all times; 6.  Implemented in accordance with the drainage scheme; 7.  Detailed drawings of attenuation tank, attenuation basin, swale, permeable paving and flow control chamber details; 8.  Details as to how ‘dirty’ water from the car wash area will not enter the surface water drainage system; 9.  SuDS verification report; 10.Management and maintenance details of surface water drainage features; 11.Off-site highways works to be approved and implemented before first use; 12.Refuse and Delivery Management Plan; 13.Car park implementation and maintenance; 14.Cycle parking details; 15.Submission of a construction method statement; 16.Implementation and maintenance of Landscape Scheme; 17.Tree protection measures during construction; 18.Details of external Lighting; 19.Specification and locations of five bat boxes; 20.Specification and locations of five bird boxes; 21.Precautionary method statement for vegetation clearance works; 22.Working method statement for hedgehogs; and 23.Restriction on use of the drive through to coffee shop/café building.     iii.  It was also agreed that delegated authority be given to the Assistant Director Planning in consultation with the Chair and Vice Chairs of Planning Committee to amend, add or omit conditions and heads of terms of the section 106 legal agreement, where appropriate, to ensure the application complies with relevant development plan policies and national planning guidance.     iv.  It was also agreed that the Assistant Director Planning, in consultation with the Chair and Vice Chairs, write to Northumbrian Water to address issues raised by objectors realting to offsite issues at the North Gosforth Park estate.
