Hence this was the preferred procurement route. Work cannot be undertaken in-house as there are insufficient resources.   Assessment of Risk – by not having a contract in place roads and areas of the City would be subject to ongoing and emerging flooding problems as we would be unable to undertake drainage repairs. This would further impact on roads potentially being closed and flooding to land and property.   The source of funding is a mixture of approved capital and revenue funding depending on the nature of drainage work being undertaken.   Legal Advice obtained – The proposed award of the contract follows a call off exercise in accordance with the Council’s Technical and Highways Minor Civils Works Framework (Drainage Lot) referred to in the body of the report and legal supports the award.   Financial Advice obtained – Finance identifies the funding that is in place to deliver the likely projects to be undertaken. There remains sufficient headroom in the contract for other drainage projects to be commissioned by the council should it be needed.   Procurement Advice obtained -  This contract was procured as a further competition under the Technical and Highways Works Framework – Lot 3.
