Purpose:

Content: Council Notes: 1)    This council notes that fly-tipping remains one of the top concerns raised by residents. Illegal dumping degrades our environment, blights our streets, and disproportionately impacts our most vulnerable communities. As a Labour-led Council, we believe that every neighbourhood in Greenwich deserves clean, safe public spaces—and that’s why as a council we must invest and act decisively to protect them. 2)    This Council notes that in the budget consultation for 2025/2026 that 13% of respondents cited cleanliness of streets and local area as their biggest concern, second only to tackling anti-social behaviour. 3)    This council notes that since 2021 almost 3,218 tonnes of fly tipping have been collected and cleaned up by this council. Council Believes: 1)    That all councillors should support this motion so that we can make Greenwich cleaner, greener, and fairer for everyone. Council Resolves to allocate a dedicated investment package to deliver a comprehensive programme against fly-tipping across the borough:   1)    Increase fines for fly-tipping up to £1000 to hold criminal fly-tippers to account for their actions against local communities and make them pay for their crimes. 2)    Expand our fly-tipping clearing capacity from five to nine agile, area-based teams—eight dedicated to areas of recurring need and one rapid-response unit for emerging hotspots—ensuring swift clearance and ongoing street cleanliness. 3)    Double the size of our enforcement squad and equip officers with eight new mobile CCTV units, boosting CCTV investigative capacity by 71%. 4)    Introduce a public reward scheme offering incentives of up to £100 for information leading to the successful prosecution of criminal offenders. 5)    Introduce a “name and shame” video series spotlighting prosecutions and deterring would-be offenders. 6)    Launch a borough-wide, high-impact awareness campaign—using digital, print, and community events—to inform residents of their responsibilities and the consequences of illegal dumping. 7)    Install decorative planters and landscaping at identified hotspots to discourage misuse of public land. 8)    Review and improve our bulky waste collection service to ensure affordability, accessibility, and reliability for residents.
