Content: The Committee agreed, as a departure from policy, that authority to grant Full Planning Permission be delegated to the Head of Planning and Economy, subject to: satisfactory drainage arrangements; the conclusion of developer obligations; and any relevant conditions as stipulated by the Planning Service.  This was on the grounds that the applicant would not be able to meet ALDP 2023 PA2023-11 due to their circumstances, but they were a retiring worker who had been a longstanding tenant of the site.
