Date of Decision: November 5, 2025

Purpose:

Content: RESOLVED that: 1.  The Committee receives the recommendations and accepts the key asks set out within the Healthwatch, Evolving Voices in Mental Health Cornwall report to: i.  Monitor waiting-time reduction as a standing item. ii.  Scrutinise workforce deployment across Primary Care Networks. iii.  Champion local delivery to reduce out-of-county placements. iv.  Ensure lived experience remains a design principle, not a footnote. 2.  The Committee recognises that without the comprehensive changes outlined by the great work of Healthwatch within its report, the changes discussed would not have been possible and acknowledge health partners acceptance of the findings. 3.  The Committee is assured that the system partners have been working in response to address the issues and recommendations made in the report. 4.  In developing a future mental health strategy for Cornwall the issues raised in this report are considered while adopting a whole life course approach to mental health. 5.  Officers investigate the availability and potential for mental health training for Members.
