Purpose: An update on the progress taken on the Council's Operating Model and options to improve efficiency and effectiveness following the previous report to Cabinet on 3rd July 2025.

Content: RESOLVED to:   1)                 Approve progression to the design stage of the Transformation and Efficiency Programme including the development of a revised operating model;   2)                 Approve the Procurement of a Delivery and Implementation Partner via tender for both the Design and Implementation stages through the open market with a break clause between the two stages to allow for review and decision-making before full implementation;   3)                 Authorise the Executive Director – Corporate Services and Transformation, in consultation with the Cabinet Member for Business Services and Cabinet Member for Council Efficiency (DOGE), to award the contract;   4)                 Subject to the Council’s Strategy on capital receipts being amended, agree in principle to fund the estimated £5million cost of the Design and Implementation stages through the flexible use of capital receipts; and   5)                 Note that an update report be brought to Cabinet following the design stage to seek approval to progress into implementation.
