Purpose: Cabinet will consider a recommended service delivery model for the delivery of repairs and maintenance services to Council homes, following the expiry of the current term partnership arrangements in 2027-28.
Content: Cabinet approved the following recommendations: Approves the establishment of a Strategic Alliance underpinned by the Framework Alliance Contract (FAC-1) as a strategic framework for the contracts set out in this report. Delegates authority to the Executive Director of Housing & Commercial Partnerships, in consultation with the Cabinet Member for Housing Services, to: (i) Approve the procurement strategies for each contract as set out in Table 2 and Section 11 of this report; and (ii) Take any necessary steps to implement the Strategic Alliance including implementing the individual procurement strategies, subsequently procuring any consultants, contractors or providers to support the delivery and operation of the Strategic Alliance, and entering into any legal or other agreements to give effect to these recommendations. Reasons for Decision The current Term Partnering Contracts (TPC) expire in 2027. The proposed Strategic Alliance Framework and contract delivery model represents a transformative approach to service delivery, placing resident experience, sustainability, and collaboration at its core. It aligns with the Council’s long-term strategic goals and equips the Housing Service to address current and future challenges effectively.
