Purpose: Report to committee for the determination of new speed limits
Content: Committee agreed to: 1. approve the commencement of the statutory procedures for the making of “The Aberdeenshire Council (Kincardine & Mearns) (Amendments) (Speed Limits) Order 2025” shown within Appendix 1 in this report; and 2 approve in principle the subsequent making of The Aberdeenshire Council (Kincardine & Mearns) (Amendments) (Speed Limits) Order 2025 where no valid objections are received or where any received are resolved and withdrawn; and 3 note the following speed limits which do not meet Aberdeenshire Council’s Speed Limits Policy (detailed in Appendix 2) and refer to Infrastructure Services Committee for consideration. · A92 Benholm & Johnshaven 60-40mph (shown on map). Request on the grounds of road and public safety concerns along with local anecdotal information. The road has access points to School, Mill of Benholm, Johnshaven and is a well-used route for tourism, agricultural and commuter traffic with new bus stops added to the route. · A92 Inverbervie X1 request for 60-40mph (shown on map) and X2 request for 30-20mph (shown on map). Request on grounds of road and public safety concerns along with local anecdotal information. Bridge works currently on the route, traffic light and road layout concerns. Connectivity of the nearby towns and communities, the route is well used by pedestrians and cyclists. · A92 St Cyrus 30-20mph (shown on map). Requested on the grounds of road and public safety concerns along with local anecdotal information. Varying speed limits in the town leads to confusion, houses and business are frontagers on the road. · A93 Park 40-30mph (shown on map). Requested on the grounds of road and public safety concerns along with local anecdotal information. Connection and co-location of Park and Drumoak communities and access to facilities, well used local and tourist pedestrian and cyclist route along the Deeside way. · Auchenblae Roads 60-20mph (shown on map). Requested on the grounds of road and public safety concerns along with local anecdotal information. Well used local route used by pedestrians leads to playpark and football pitches with no verges. 60-30mph (shown on map). Requested on the same grounds, however scope for reviewing the length of shown on the map as only a part reduction may be required. · B967 Arbuthnott 60-30mph (shown on map). Request on the grounds of road and public safety concerns along with local anecdotal information from the Community Council. Road is a well-used busy route for agricultural/commuter/tourism traffic along with pedestrians and cyclists (no verges on the route) using it to traverse through the town. Houses and business are frontagers on the road (some are required to reverse onto the road). Scope requested for reviewing the speed limit to 40mph which would be supported by the local Community. · Broomhill Road 30-20mph (shown on map). Requested grounds of public safety concerns along with local anecdotal information. Well used route with roads adjoining it providing access to local facilities. Scope requested to review the section on the map, reduction only required from Broomhill Cresent area onwards into the town. · U130K North Esk Park 60-40mph (shown on map). Requested grounds of public safety concerns along with local anecdotal information. Route provides access points to local Nature Reserve and St Cyrus Beach, well used route by pedestrians and cyclists along with tourism traffic. Roads identified by Members which were not included Appendix 2, and were agreed to be referred to ISC: · Cookston Road, Portlethen (Northern half) 40-30mph. Requested on the grounds of public safety concerns along with local anecdotal information. Road is a busy route for local community walking to access local facilities (three crossing points on the route) and traversing through the town. · B974 Fettercairn Extension of 20mph through the town requested on the grounds of public safety concerns along with local anecdotal information. Well used route by the local community to access local facilities/amenities. · Bruntland Road, Portlethen Extension of 20mph further along the road on the grounds of public safety concerns along with local anecdotal information. Well used route by the local community to access local facilities/amenities.
