Purpose:

Content: Salford City Council - Record of Decision   I Councillor Jack Youd, Deputy City Mayor and Lead Member for Finance, Support Services and Regeneration, in exercise of the powers contained within the City Council Constitution do hereby approve:   1.    That the Development Proposal Notice (DPN) for plot A1 New Bailey, Salford Central submitted by English Cities Fund (ECf) in accordance with the provisions of the Overarching Development Agreement (ODA).   2.    The disposal of plot A1 by way of a long lease and in accordance with the provisions of the ODA.   3.    The use of £170,242 (remaining balance of Pinch Point Grant Funding for Trinity Way/New Bailey car park access junction) to complete paving and road works in that location.   4.    The Council making a funding contribution of £439,242 (as detailed in this report) to ECf through a grant funding agreement to complete the New Bailey Estate masterplan.   5.    Authorises the Shared Legal Service to negotiate, agree and complete the necessary documentation and the taking of all steps which are expedient to give effect to the above recommendations.   The Reasons are:   To complete the masterplan for New Bailey, Salford Central Options considered and rejected were: Not to complete the masterplan for New Bailey, Salford Central .  However, this was rejected.  This was on the basis that New Bailey has undergone a process of significant transformation over the last 15 – 20 years. Approving the above recommendations will conclude delivering New Bailey in line with the Salford Central Development Framework, which was adopted in May 2009.   Assessment of Risk: Low   Plot A1   ECf have been successful in securing a forward funding partner and Brownfield Land Funding to support delivery of Plot A1.   Viability assessments by ECf have confirmed that the development is viable.   Plot A1 follows on from the successful delivery of other residential schemes in the New Bailey locality at the Slateyard, Novella and Plot C2. Construction will follow the same high-quality standard.     New Bailey Estate   ECf have identified funding to deliver a large part of the improvements.
