Purpose: It is recommended that Cabinet approves the revised charging policy for Adult Social Care to include the following changes: 1.To change the upper capital threshold limit for community care services to £23,250. 2.To introduce a charging tariff income at £1 per week for every £250 for people receiving community care services who have capital between £14,250 and £23,250. These changes if approved will take effect from 02 February 2026.
Content: RESOLVED: 1. That Cabinet approves the revised charging policy for Adult Social Care at Annex 3. 2. That Cabinet agrees that these changes will take effect from 02 February 2026. Reasons for Decisions: In light of the very significant financial pressures the Council faces and the increasing demand for services, it is important to review the charging policy to ensure that those who are assessed as being in a position to contribute towards their care costs are making an appropriate contribution that will help maintain high quality care and support for all residents of Surrey with eligible social care needs. The proposed changes will not significantly affect how most individuals are charged for non-residential care and support. However, they will help ensure the long-term sustainability of adult social care services. The proposed policy aligns the Council’s approach with that of many other local authorities.
