Purpose: To agree the updated Statement of Licensing Policy 0 Gambling Act 2005 (2026 – 2028).
Content: RESOLVED That the Cabinet: a) notes the consultation feedback, Officer recommendations, and consider any comments made by the Licensing Committee and Overview and Scrutiny Commission in relation to the proposed Statement of Licensing Policy – Gambling Act 2005 for the period 2026 – 2028 and include any further recommended revisions arising from this. b) delegates authority to the Head of Community Services in consultation with the Cabinet Member for Public Protection to make amendments to the policy as further changes to operational practice, legislation and statutory guidance are introduced or following a subsequent review, subject to Full Council adoption. (Generic Delegation 7 will be used to enact this recommendation). c) That Full Council be recommended to adopt and authorise for publication the Statement of Licensing Policy – Gambling Act 2005 (2026 – 2028) as set out inAppendix A of report HCS/099. Reasons for the Recommendations To approve the proposed Statement of Licensing Policy – Gambling Act 2026 – 2028 to enable the Council to discharge its statutory functions in its capacity of Licensing Authority under the Gambling Act 2005 for a 3-year period. To ensure the Council’s Statement of Licensing Policy – Gambling Act 2005 is revised for the coming 3 years as required by Section 349 of the Gambling Act 2005 and that this is completed in accordance with legislation, has regard to Statutory Guidance and is kept under review so that reflects local matters and any subsequent change.
