Purpose:
Content: RESOLVED: Mayor and Cabinet: Procurement 1 - Waste Transfer Site. • Approved the procurement and award of a combined contract of an external provider to deliver the waste transfer station service with an estimated total value of £1.1 million. The combined contract will comprise: • A 1-year contract for the disposal of waste from the Household Waste Recycling Centre (HWRC), commencing 1st May 2026, with the option to extend for up to a further 1 year at the Council’s discretion, at a value of up to £360,000 per annum; and • A 2-year contract for the disposal of waste collected from fly-tipping and bulky waste, also commencing 1st May 2026, with the option to extend for up to a further 2 years at the Council’s discretion, at a value of up to £978,600 per annum. • Delegated authority to the Executive Director of Place (in consultation with Director of Law and Corporate Governance and the Director of Public Realm) to select the preferred service provider in accordance with the selection and award criteria published in the tender documentation and agree to enter into the final form of contract. Procurement 2 - Fleet Strategy • Approved the procurement and award of a Council-wide fleet contract with a total value of £21.5 million over a five-year period, using The Procurement Partnership Ltd (TPPL) framework agreement. This approach will ensure that fleet requirements across all Council services are met in a coordinated, cost-effective, and compliant manner, supporting both operational efficiency and the Council’s sustainability objectives. The total value includes a single purchase in year six of £214,123 for plant equipment for Parks & Open Spaces, which has been incorporated into the overall contract value to maintain transparency and continuity in fleet planning. • Approved a leasing arrangement via the same framework. This would allow the Council to lease new vehicles ensuring continuity of service while the full procurement process is completed. This arrangement will maintain continuity of service while the longer-term procurement process for purchasing vehicles is completed. It will also help mitigate the impact of extended lead times for Refuse Collection Vehicles (RCVs) and other fleet assets. • Delegated authority to the Executive Director of Place (in consultation with Director of Law and Corporate Governance and the Director of Public Realm) to select the preferred service provider in accordance with the selection and award criteria published in the tender documentation and agree to enter into the final form of contract.
