Content: Decision: Approve the award of a contract for EICR Inspections and Remedial Works to Pilon Limited for an initial three (3) year term, with the option for Guildford Borough Council to extend for an initial period of one (1) year and then a further option to extend for another one (1) year (total maximum five (5) years), for an anticipated contract value of £4,137,473.74 (four million, one hundred thirty-seven thousand, four hundred seventy-three pounds and seventy-four pence) plus inflation, subject to annual review. Reason(s): 1. The 18th Edition Wiring Regulations - IET BS7671 require landlords to undertake regular electrical condition reports and recommend that they are undertaken at least every 5-years, or upon new tenancies, within homes, and communal areas. 2. The EICR Inspections and Remedial Works contract is required to enable Guildford Borough Council (GBC) to carry out this regulatory requirement. 3. Under this contract 4,981 properties have been considered, which require; periodic inspections on a 5-year cycle or at change of occupancy; smoke and heat detection at least once every 5 years; and rewiring works on approximately 17% of the properties, as this is required on a 25 to 30 year life span. These numbers will fluctuate based on changes in stock and management responsibility, e.g. sales, acquisitions, and demolition. 4. GBC needs to maintain the current programme of EICRs through an external contractor under a new contract to ensure we maintain compliance with the regulations and to minimise the risk to residents, staff, and properties. 5. Valid electrical inspection condition reports enable us to demonstrate compliance with regulatory requirements, by identifying and/or preventing significant electrical hazards. It also supports the requirements of the Building Safety Act 2022 and The Fire Safety Act 2021, ensuring they do not contribute to the risk and spread of fire in multi-storey, multi-occupancy rented accommodation. Other options considered and rejected by the Executive: Do nothing. Details of any conflict of interest declared by the Leader or lead councillors and any dispensation granted: None.
