The reasons are: An exception to Contractual Standing Orders as permitted within the City Council Constitution to approve the award of a contract for a Children and Young People Early Intervention and Community Partnership Model for Little Hulton is requested on the basis that: · The Provider, AllChild is uniquely positioned to deliver this pilot. It is in the Council’s best interests to make a direct award for the following reasons: · Philanthropic Leverage: AllChild is the only provider able to bring substantial external investment (£1m+) to Salford, significantly reducing the financial burden on the Council. · Model Uniqueness: AllChild’s approach is evidence-based, co-designed with the local community, and tailored to Salford’s context, with a proven track record in other localities. · Timeliness: A direct award enables rapid mobilisation to address needs of children and young people in Little Hulton, supporting early help and prevention priorities. · Market Assessment: No other provider has demonstrated the capacity or funding to deliver this specific pilot at the required scale and quality. Options considered and rejected were: Not to award the contract for a Children and Young People Early Intervention and Community Partnership Model for Little Hulton. Assessment of risk If this contract is not awarded, Salford loses the investment of external philanthropic funding levered through the AllChild model. This would reduce capacity to work with children and young people in Little Hulton with needs impacting on school attendance, and wellbeing.
