Purpose:

Content: Planning permission for application reference 2025/0604/01/DET was granted:     i.  Subject to a section 106 agreement to secure:   -  Training employment plan (TEMP) and associated £2500 monitoring fee; -  £92,507 (subject to indexation) contribution towards healthcare; -  SuDS maintenance agreement; -  £10,000 fee towards monitoring of SuDS maintenance; -  £4,988 fee towards monitoring of on-site Biodiversity net gain.     ii.  Subject to the following conditions:   1.  3 year consent; 2.  List of approved drawings; 3.  Precise details of materials prior to commencement; 4.  Submission of details of soil movement and soil strategy prior to commencement; 5.  Submission of final details of site levels and finished floor levels across the entire site prior to commencement; 6.  Approved landscape works to be implemented no later than end of first planting season unless otherwise agreed; 7.  No removal of landscape features unless in accordance with the approved plans; 8.  Compliance with the approved arboricultural methodology for tree and hedgerows protection; 9.  Confirmation that the applicant has joined the Great Crested Newt District Level Licensing Scheme prior to commencement; 10.  Protected species working method statements prior to commencement; 11.  Badger method statement prior to commencement; 12.  Habitat Management and Monitoring Plan prior to commencement; 13.  Precise details of drainage components including SuDS prior to commencement; 14.  Drainage verification report prior to first occupation; 15.  Precise details of Solar PV prior to installation; 16.  Precise details of EV provision prior to installation; 17.  Construction Management Plan including wheel wash prior to commencement; 18.  Implementation of road improvements at junction prior to first operation of the site; 19.  Framework Travel Plan prior to occupation; 20.  Full Travel Plan twelve months after opening; 21.  Submission of Remediation Scheme prior to commencement; 22.  Implementation of Approved Remediation Scheme; 23.  Reporting of any Unexpected Contamination.     iii.  It was also agreed that delegated authority be given to the Assistant Director Planning, in consultation with the Chair and Vice Chairs of the Planning Committee, to, add, omit or amend conditions where appropriate, to ensure the application complies with relevant development plan policies and national planning guidance.     iv.  It was also agreed that in the event that a satisfactory section 106 agreement covering the issues raised above is not received by 31 March 2026 that the application be refused for its failure to make adequate provision in this regard contrary to Policy DEL1 of the CSUCP unless an extension of time is agreed to the satisfaction of the Assistant Director Planning, in consultation with the Chair and Vice Chairs of the Planning Committee.
